Now that we know her last name (unless I missed it previously), is this a possible nod to John Steinbeck and The Pearl (which has some similarities with Hugo's lottery backstory, takes place by the Sea of Cortez, and also there's The Pearl station)? Any thoughts?

Mostly just a nod towards something the writers really like. I doubt they are taking ideas from it.

Now that we know her last name

This wasn't the first time Cortez has been revealed. We've actually known her last name since before Season 2 aired. It was first said on screen back in Collision.
